			<content:encoded><![CDATA[<p>It should come as no surprise to District 3 voters that one of the candidates has stooped to a tired and worn out tactic of sending a mailing that contains distortions and lies. Unfortunately, it is all too common during campaigns. Chris believes that false and misleading mailings only serve to reflect the true character of the person or group who sends it, erodes the public&#8217;s confidence in our democracy, and sets a poor example for our children.</p>
<p>Chris has pledged to run a positive campaign and despite the smear tactics and distortions by one of his opponents, vows to stay positive and truthful. Chris has an unwavering trust and belief in the kindness and decency of the voters and that they will see through this and look to his decades-long record of positive contributions, service and leadership to his church and community.</p>

<blockquote><p>Dear Friend,</p>
<p>I can hardly believe it’s been five months since we ended our campaign.</p>
<p>Even though we fell a few votes short, I know we made a real difference. Together, our grassroots effort helped elect Democrats throughout the district and delivered a historic electoral vote to President Barack Obama. </p>
<p>I will always be thankful and humbled by your support.</p>
<p>But the hard work of changing our country, and building a stronger Nebraska, is far from over.</p>
<p>The 2009 city elections are less than a month away and Democrats have a real chance to take back the Omaha City Council. That’s why I’m urging you to vote Chris Jerram for City Council on April 7th and May 12th. </p>
<p>For over twenty years, Chris has been a tireless advocate for the citizens of Omaha.</p>
<p>As a local attorney, Chris Jerram focuses on representing working families and has volunteered his legal services to represent those who couldn’t afford proper council. Chris has also volunteered his services as an election lawyer – protecting our most precious of rights.</p>
<p>As a community organizer, Chris Jerram has spent a lifetime fighting to make Omaha a safe and outstanding place to work, live, and raise a family. Chris has served as the President of the Morton Meadows Neighborhood Association and fought for our safety as a member of the Citizen Patrol.</p>
<p>As one of our state’s leading environmental leaders, Chris Jerram has served on the Governor’s Council to Keep Nebraska Beautiful. There he worked to foster programs to collect used oil and household hazardous waste, recycling, a materials exchange program and education programs for our youth.</p>
<p>As a public servant committed to our city, Chris Jerram served, without pay, on Omaha’s Zoning Board of Appeals for over 7 years. Eventually he rose to the position of Chairman under Mayor Mike Fahey. Chris’ work to resolve zoning ordinance disputes has made him an established and proven leader in our city.</p>
<p>As Chairman of the Douglas County Democratic Party, Chris Jerram made our party a fighting force in local elections. Chris led a countywide effort to register over 10,000 new Democrats and brought thousands more into the process. I know our campaign would have been very different without his help.</p>
<p>Together, we campaigned for a change in our government. Chris Jerram represents that very spirit.</p>

<p>As a jogger, Jerram spends part of his time running the neighborhoods of District 3. He says that&#8217;s how he learned of unwelcome changes like graffiti, car break-ins and gang activity. It compelled him to run for the council.</p>
<p>&#8220;I felt like I couldn&#8217;t stand on the sidelines and not get involved,&#8221; said Jerram, an attorney and former chairman of the Douglas County Democratic Party.</p>
<p>Jerram said he would work with schools, churches and other community groups to form after-school programs that are meaningful - &#8220;not a day care center.&#8221; He said Omaha needs to lower the school dropout rate so that teenagers might have more opportunities in the future. Jerram said poverty often leads to crime.</p>
<p>&#8220;Lack of hope and despair are what leads these kids into feeling that (a) gang is a family,&#8221; he said. &#8220;They&#8217;ve got the cash, the fancy car.&#8221;</p>
<p>Graffiti has become a huge problem in District 3, Jerram said. Gangs are &#8220;letting people know, &#8216;This is our territory.&#8217;&#8221;</p>
<p>Jerram said the city needs to tackle its problems with the police and fire pension fund. The practice of police officers and firefighters &#8220;spiking&#8221; their overtime hours to get larger pension benefits must end, he said, adding that most officers and firefighters don&#8217;t deliberately work overtime to boost their pensions.</p>
<p>Jerram is a former president of the Morton Meadows Neighborhood Association, and he also served on the city&#8217;s Zoning Board of Appeals.</p></blockquote>
